In this matter, we are asked to decide if an inmate is entitled to receive one-for-one worktime credits (Pen. Code, ร§ 2933) when he has been assigned a credit qualifying job but through no fault of his own has not been able to start work. We conclude that he is entitled to those credits he could have earned but was prevented from doing so by administrative delay.
